What Is ISO 20022? Definition and How It Works

Definition

ISO 20022 is an international financial messaging standard that defines a common data model and message format for electronic payment transactions. It replaces legacy proprietary messaging formats with a richer, more structured XML-based schema, enabling financial institutions, payment systems, and corporates to exchange detailed payment data, including full remittance information, LEIs, and extended party data, within the payment instruction itself. ISO 20022 (a messaging standard) should not be confused with an ISO in the sense of an Independent Sales Organisation, an unrelated payments term.

How it works

ISO 20022 defines a universal financial industry message scheme: a data dictionary of financial concepts and a set of syntax-neutral message formats. In practice, most implementations use XML syntax. The standard is maintained by the International Organization for Standardization and covers business areas including payments, securities, trade finance, and foreign exchange.

For payments, ISO 20022 messages replace older formats like SWIFT MT messages (used in correspondent banking) and ISO 8583 variants (used in card processing). The key improvement is data richness: an ISO 20022 credit transfer message can carry structured remittance data, purpose codes, legal entity identifiers (LEIs), and extended party information that legacy formats could not accommodate or only conveyed as unstructured text.

Adoption is accelerating globally. SWIFT migrated its cross-border payment network to ISO 20022 in November 2022, with a co-existence period running through 2025. The US Federal Reserve's FedNow instant payment service launched in 2023 on ISO 20022 natively. The UK's New Payments Architecture (now Interbank Infrastructure Renewal) is being built on ISO 20022. SEPA payment rails have used ISO 20022 since their inception. The Fedwire Funds Service migrated to ISO 20022 on July 14, 2025.

For corporate treasuries, ISO 20022 adoption by their banking partners enables straight-through processing: rich remittance data travels with the payment, reducing manual matching and exception handling in accounts receivable workflows.

Why it matters

Legacy payment messaging formats constrained data to fields of fixed, limited length, often forcing truncation of company names, addresses, and reference information. This truncation created reconciliation failures, compliance gaps, and manual intervention. ISO 20022's structured, rich data model eliminates these truncation problems and enables automated straight-through processing at both ends of a payment.

For financial crime compliance, ISO 20022 is transformative. Rich, structured party data, full legal names, LEIs, addresses, purpose codes, travelling with every payment enables more accurate sanctions screening, fraud detection, and AML monitoring. Legacy messages often contained insufficient data for automated compliance checks, requiring manual review and creating compliance risk.

What is the difference between ISO 20022 and ISO 8583?

ISO 8583 is the legacy messaging standard used primarily in card payment networks, it governs the format of authorisation, clearing, and settlement messages between acquirers, card networks, and issuers. ISO 20022 is a newer, broader standard used for bank-to-bank credit transfers, direct debits, and corporate payment flows. The two standards serve different segments of the payment ecosystem; ISO 20022 is not replacing ISO 8583 in card processing.
